Fusion Benefits: An Error BEN-990992 Occurred During The Element Creation Process (Doc ID 2389405.1)

When attempting to enroll, the following error occurs.

The enrollment was not completed because an error occurred during the element creation process (BEN-990992)
Contact your benefits representative for a data review. If your benefits representative cannot manually associate this element with the element entry record, then review the element configuration. If the element configuration is correct, then contact your system administrator for a further data review.
This error occurred in the package: ben_element_entry.create_enrollment_element. Context at the time of the error: Element Entry ID: 100000025704000 Input value id 300000262584332 Effective date 2018-07-01. Rate LF EMP ER RT

The issue can be reproduced at will with the following steps:
Manually Add New Hire/Rehire after 6 Months Life Event and Process Life Event
On the enrollment page
Employee is Defaulted to Opt Out Medical & Opt Out Dental
Change Dental to Employee
Then Change Medical enrollment
Save receive Error
