OCI DB System : SSH to oracle id Fails 'Permission Denied (publickey,gssapi-keyex,gssapi-with-mic)' (Doc ID 2389489.1)

Symptoms

Created a Database system from OCI-> Database-> DB_SYSTEMS page.

User is able to ssh to d instance using  'opc' user (using private key .ppk) 

However ssh to'oracle' or any other id failed with below error.

$ ssh -i <path>/private-key-file oracle@x.x.x.x

Permission denied (publickey,gssapi-keyex,gssapi-with-mic).
