Opportunity Actions Are Not Disabled For Read-only Users (Doc ID 2390065.1)

Opportunity Actions are not disable for read-only users.

We have a scenario in which users who are not assigned to an Opportunity can see Opportunity as Read-only but the Action menu commands those are custom and user is able to execute those commands that is not desirable.
So, user should not be able to process any of the Action provided custom or Out of the box.
We have tried using groovy scripting to check whether user is in team and restrict from performing any action in the action menu list by throwing an error-pop up if user is not in team.
But this may cause performance issue as every time user tries to perform an action we would be checking if user can proceed with or not.
Please check the same if any alternate solution is available.
