Symptoms
When attempting to transfer a non-recurring element details using the Transfer Data to HR process, the following error occurs for the employee:
'ORA-20001: No appropriate payroll time periods exist to allow the creation of a nonrecurring entry. Details: There must be at least one active payroll period in existence at the effective date for the associated employment level. ORA-06512'
STEPS TO REPRODUCE THE SITUATION:

The issue can be reproduced at will with the following steps:
1. Run Transfer Data o HR process.
2. Go to Posting Error Summary report and see the error.
