Symptoms

After editing a custom role and removing a seeded privilege e.g. Manage Mass Updates Work Area from the role, the seeded privilege was NO longer searchable in Security Console - Roles tab. Also it was NOT possible to add the same privilege back into the custom role.

Steps to Reproduce the Issue

1. Create/ Edit a custom role [Test HR], remove the [Manage Mass Updates Work Area] privilege and save the role

2. Edit the custom role [Test HR] and try to add the [Manage Mass Updates Work Area] privilege, but it does not show up in search results

3. Navigate to the Security Console - Roles tab and try to search for [Manage Mass Updates Work Area] privilege, but it is NOT found
