 On : 11.12.1.0.0 version, Learning Foundation

ACTUAL BEHAVIOR
---------------
Item contribution approval is set based on the application role. The Learner creates a tutorial and gets a worklist item that the request has been sent for approval but the recipient of the application data role doesn't get the approval work list for approving the transaction
When we try with a User it works fine but with an Application Role it does not work

EXPECTED BEHAVIOR
-----------------------
Should be able to use an Application Role in the Approval

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure the Item Contribution rule to use Application Role
2. Approval is never received by a user with that Role
3. Change the Rule to User
4. User receives the approval
