CPQ Webservice throws error: "The security token could not be authenticated or authorized" (Doc ID 2390544.1)

Goal

Cannot invoke CPQ Webservice

Customer added the CPQ Transaction Webservice via application composer, and configured it to use independent user credentials. He set the credentials using an existing user designed for integration.

The problem is that when they call the WebService using groovy scripts, they get the following error:
"The security token could not be authenticated or authorized."

Whenever they call the Transaction web service from SOAPUI, they add the WSS Username Token to avoid receiving this error. Is there a way to specify this WSS Username Token via groovy, or via the Edit SOAP Web Service Connection page?
