A superuser in Brazil wants to configure a project but He did not find timezone for Brasil. Brazil time does not exist in the system.

Brazil time should exist in the system

The issue can be reproduced at will with the following steps:
1. Login to WMS
2. Launch Facilities UI
3. Try to create Facility with Brazil time zone in time zone drop down
