Symptoms

When attempting to Create Category from Manage Functional Area Catalog task, the following error occurs.

The Value Of The Attribute Category Is Not Valid

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Manage Functional Area Catalog task
2. Try To create a new category
3. Note the error
