Payment Request Business Process Records Are Not Auto-Creating Consistently (Doc ID 2391117.1)

There is a Business Process called "Agreements". These agreements are structured such that 10 Days prior to 1st of the month, a Payment Requests BP record is supposed to be Auto-Created but the Payment Requests were not created.

The issue occurs sporadically and sometimes duplicate auto-creation occurs.

Customer expects ALL Lease Agreement records to auto-create the Payment Requests records as expected.

The issue can be reproduced at will with the following steps:
1. Agreements BP records are created that include Agreement Start/End Dates, Day of Month Payment is Due, and Payment Request lead time.
2. At the appropriate time of the month (in this case 10 days before the 1st), the Payment Requests BP record should be Auto created.
