Error 'ORA-00001: Unique constraint (FUSION.SVC_QUEUES_U1)' When Attempting To Create HR HelpDesk Queue

On : 22.214.171.124.0 version, Global Human Resources
When attempting to create HR Help Desk Queue, the following error is generated.
ORA-00001: Unique constraint (FUSION.SVC_QUEUES_U1)
1. Navigate to Help Desk> HR Queues
2. Click on the Create Queue button
3. Fill in the Queue name and click on Save and Continue button
