Proxy User Selection Screen Does Not Open in Focus, It Pops Up Behind the Preferences Window (Doc ID 2391402.1)

Symptoms

ACTUAL BEHAVIOR

In User Preferences > Proxy Tab, when the user clicks on the plus "+" button, the Proxy User screen does not open in focus. Instead it opens behind the Preferences window.

STEPS TO REPRODUCE
----------------------

  1. Login Unifier, open the user's Preferences and click on the Proxy tab
  2. Click the plus "+" button, notice that the Proxy User pop-up does not open in focus and instead is found behind the Preferences window. The user needs to move the upper window then they could see the proxy user scree

EXPECTED BEHAVIOR
-----------------------
The Proxy User screen should opened in focus when the user clicks on the plus "+" button.
