When Accessing The Sales Issue Form Through The Item Form, The Location Field Is Not Enabled.

When accessing the sales issue form through the item form, the location field is not enabled when choosing a single store from the location drop down list.
Steps to reproduce :
1. From the task menu select items.
2. On the item search screen input an item that has sales history loaded for it.
3. Once in the item screen click on the More/Actions and choose Sales/Issues.
4. Once in the Sales / Issues by location screen, on the drop down list under *Location choose Store.
