Fusion PD: Requirement Spec Creation Capability on Concepts (Doc ID 2391630.1)

There is no way to create a requirement specification directly from Concepts.  Users need to navigate from requirement specifications to concepts, back and forth, which leads to confusion and consistency issues.

Navigation Steps
1. Product Management-->Concepts-->Manage Concepts
2. Search for any existing Concept and access it
3. On the left side, "Select and Add" button is present to add requirement specification. It helps to add the existing requirement spec
4. Need the capability to directly create Requirement Specification in Concepts using save as from existing requirement specification.
