Assigned quantity is blank despite Scope Item assigned to a work package
Scope item should not be able to be assigned again to same or another work package
The issue can be reproduced at will with the following steps:
- Import Scope Items via Excel
- Assign Scope Item to work package
- Assign same Scope Item to other work package(s)
