EM EXPRESS failed to display PDB information for Normal User (non system/sys user) (Doc ID 2391827.1)

Symptoms

The EM Express failed to display PDB information when logged as non SYS/SYSTEM user

The issue can be easily replicated using below steps:

SQL> create user c##emuser identified by emuser;

User created.

SQL> grant connect,em_express_basic to c##emuser;

Grant succeeded.

SQL> show pdbs

    CON_ID CON_NAME                       OPEN MODE  RESTRICTED
---------- ------------------------------ ---------- ----------
         2 PDB$SEED                       READ ONLY  NO
         3 PDB1                           READ WRITE NO

 

The EM Express DB Home page shows number of PDB as zero count
