[IMPL SPT] EFF Defaulted Is Not Getting Updated in backend after submitting the Sales Order Manually

On : 126.96.36.199.0 version, Manage Orders
A default Constant Value of that Extensible Flex field as "N" is setup. But whenever Sales Order is created manually , its display the value of EFF as "N" but there is no row created in DOO_FULFILL_LINES_EFF_B .
The issue can be reproduced at will with the following steps:
1) Complete Extensible Flex field setup for sales orders with default value.
2) Create Sales order(The EFF is defaulted with value)
3) Without going to additional information section,Submit the sales order.
The issue has the following business impact:
The EFF value defaulted is not updating the back end.
