How to create a wave template with CUST FIELD1 value.

When attempting to create a wave template with CUST FIELD1 value, some facilities were created with type as STORES with CUST FIELD1 value as 'ACTIVE' or 'INACTIVE'.
While creating wave search template setup CUST FEILD1 with the value as ACTIVE.  There are orders created with destination facility code for which CUST FIELD1 is 'ACTIVE'.
While executing wave template it was not fetching orders with destination facility code CUST FIELD1 value as 'ACTIVE'.
The same order was being picked up when other fields in wave search template were setup example: special code1(Cust ATRIBUTE1).
