Office 365 SP initiated Federation Ends In IDCS Error Message. (Doc ID 2392343.1)

On : IDCS SP login with Office 365

When attempting to login using an SP initiated flow,
the following error occurs.

 "There is a problem with your account. Please contact Support"

The Diagnostic log from IDCS will a WS-FED login like the following:

Received Request on /fed/v1/idp/sso with following query string {cbcxt=[],
wctx=[LoginOptions=3&estsredirect=2&estsrequest=<Encrpypted Valued>], mkt=[en-US], lc=[], wa=[wsignin1.0],

The issue has the following business impact:
Due to this issue, users cannot login using SP initiated flow.

It does appear the IDP initiated flow (Clicking on the button in IDCS) logs in.  Thus IDP Flow is working
