Failed to start Service "Cluster" (ServiceState=SERVICE_STOPPED, STATE_JOINED) (Doc ID 2392592.1)

On : 12C, Core SOA Product Issues

While restarting the server , managed server fails with the below error message : Failed to start Service "Cluster" (ServiceState=SERVICE_STOPPED, STATE_ANNOUNCE)

When this issue occurs, VM restart is the only option to resolve this issue.


Steps from the following document were followed: (Doc ID 2257395.1) java.lang.RuntimeException: Failed to start Service "Cluster. Cause MFT Servers Failed To Start When preferIPv4Stack Property Is Enabled (

After following the steps from the above document, this error is received and the cluster is still failing to start :

java.lang.RuntimeException: Failed to start Service "Cluster" (ServiceState=SERVICE_STOPPED, STATE_JOINED)
at com.tangosol.coherence.component.util.daemon.queueProcessor.Service.start(Service.CDB:38)
at com.tangosol.coherence.component.util.daemon.queueProcessor.service.Grid.start(Grid.CDB:6)
