Goal

Need the ability to create a default qualification team at the time of creating an initiative/qualification. Typically, Customers have members in legal team review legal qualifications, or information security team reviews Information security qualification. The system should allow you to default assign these teams when create a qualification area and also reassign to new members as employees move or leave the company.

For example,
1. Assign a default evaluation team for a qualification area when the qualification is created
2. Auto assign evaluation responses when submitted to that team for evaluation
3. Reassign evaluations for review when an evaluation team member leaves the company or changes job roles.
