Intermittent Issues with Proxy Partner Users

Facing intermittent issues with proxy partner users. On manage user details screen, when click on "Sign In As User" and after that we click on "Yes" to grant impersonation access to the user.
On click of "Yes", not able to enter the password on the confirm impersonation screen. Instead of being able to enter the password, we are only able to see "Confirm" and "Cancel" button.
When click on "Confirm" button, it takes us to the home page of the application.

Sometime it works fine and sometime it does not.
