Symptoms

When trying to duplicate a Requisition which is in incomplete status user get Error dialog box popup with message.

ERROR: " Value XXXXXXXXXX is not in the list"

STEPS TO REPRODUCE:

Create duplicate requisition of the current requisition(in INCOMPLETE status).
Clicked on Action -> Duplicate --> Error Pop up appears
