Approval Rule Fails with ManagePersonApprovalRules_ManagePersonRuleSet failed with Business Fault: null when Changes Made Directly to Contact Record (Doc ID 2392839.1)

When attempting to change contact details through person management directly instead of going through Person Management ->Manage Person->Contacts,
the following error occurs.

Request operation CallFunctionStateless from default/HcmPeopleCoreComposite! to ManagePersonApprovalRules_ManagePersonRuleSet failed with Business Fault: null.

The issue can be reproduced at will with the following steps:
1. From person management, query the contact (not the employee)
2. Bring up the contact record and make a change
3. Receive error

The issue has the following business impact:
Due to this issue, users cannot make changes to contact records directly, they must do them only through querying the employee and going through Person Management ->Manage Person->Contacts
