When Accessing HTS Details From The Item Screen The HTS Code Is Missing (Doc ID 2393170.1)

When accessing the HTS(Harmonized Tariff Schedule) details from the item screen the HTS code is missing. The Details pane below the HTS pane is blank.

Steps To Reproduce:
1. From the task menu select Items -> Manage Items.
2. On the item search screen input an item.
3. Once in the item screen click on More Actions->HTS.

Note that Details show as blank.Collapse and expand Details section,  details are not displayed.
