BICS : Reports With DBaas Throws Error "Please have your System Administrator look at the log for more details on this error"

Symptoms

BICS reports with DBCS stopped working  and throws below  errors:

Error
 View Display Error
 Odbc driver returned an error (SQLExecDirectW).
  Error Details
  Error Codes: OPR4ONWY:U9IM8TAC:U9IM8TAC:U9IM8TAC:U9IM8TAC:U9IM8TAC:OI2DL65P
  State: HY000. Code: 10058. [NQODBC] [SQL_STATE: HY000] [nQSError: 10058] A general error has occurred.
 Please have your System Administrator look at the log for more details on this error. (HY000)

Additionally when trying to test the connection  will throw I/O Error:

The Network Adapter could not establish the connection - connect timed out
