Symptoms
When attempting to load Department Tree Node after successfully uploading Department Tree values via SHDL or HDL Spreadsheet Loader, the following error occurs.

This combination of tree code xxx and tree version name xxx is not valid.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Load Department Tree via SHDL/HDL without issue
2. Load Department Tree Node via SHDL/HDL, encounter error messages
