Not Able To Create Duplicate Quote

Not able to create Duplicate Quote. Pressing on Duplicate Quote button, the CPQ landing page appears instead of the duplicated quote.
The Quote should be duplicated.
The issue can be reproduced at will with the following steps:
1. go to Opty page
2. open one opty, go to Quote sub-tab
3. click on dropdown and select "duplicate"
4. CPQ landing page opens but quote is not duplicated.
5. It should have opened the quoting page in CPQ (not the CPQ landing page) and shown the duplicated quote with the option to then return to Sales Cloud.
This works in cbii-dev1, but not in cbii-test or cbii.
-See attached recording where customer shows how it works in cbii-dev1 first, then how it does not work in cbii-test.
-I check the OAM logs at 12:20 EST April 30th when issue was reproduced, but there is nothing in the logs.
