JCS Patch Pre-check Fails With Command Execution Failed On create_oraInventory.py (Doc ID 2394190.1)

When trying to perform Patch Pre-Check on JCS Service Console, it fails with the following error..

Command execution failed: python /u01/app/oracle/tools/jcs/WLS/service-scripts/WLS/patching/jaas_framework/create_oraInventory.py

The PSM job logs also show the same error, please see the below snippet

- Permissions are as expected for the file.

$ls -ali /u01/app/oracle/tools/jcs/WLS/service-scripts/WLS/patching/jaas_framework/create_oraInventory.py

524941 -rwxr-x--- 1 oracle oracle 3611 Mar 22 08:37 /u01/app/oracle/tools/jcs/WLS/service-scripts/WLS/patching/jaas_framework/create_oraInventory.py

- No configuration changes made on for instance manually or otherwise. New instance and patch precheck was performed for the first time.
