Costing Account Balance Report Goes To Retrying And Completes In Error

Costing Account Balance Report gets stuck in Retrying status and does not complete. The report may also error.
SQL query time exceeds the limit (600 sec)
The issue can be reproduced at will with the following steps:
1. Login into Fusion Applications
2. Navigate to Schedule Processes
3. Submit the Report - Costing Account Balance Report
4. Which is stuck in Retrying or may error
