DBCS: Command fails when IDCS domain name is not used in CURL command for IDCS account (Doc ID 2394814.1)

Symptoms

Stopping the dbaas service using the curl is failed when all details entered were correct:

curl --include  --request GET  --user '<USERNAME>:<PASSWORD>' --header "X-ID-TENANT-NAME:<IDENTITY DOMAIN>" https://psm.aucom.oraclecloud.com/paas/service/dbcs/api/v1.1/instances/<IDENTITY DOMAIN>/<SERVICE INSTANCE NAME>

 

User attempted to log in as users USER1 and USER2 usernames but both times, the command failed. But, both users could login to web console without issues (and able to perform any DBaaS operations successfully).
