OBS User Assignment is Not Displayed in the Client.

The OBS User Assignment is displayed in the Web, but not in the Client.
STEPS TO REPRODUCE:
1. Login to Cloud Connect with 'Enable Client-Side Cache' selected.
2. Go to Enterprise, OBS, Users tab and notice it is blank.
3. Login to Cloud Connect with 'Enable Client-Side Cache' not selected.
4. Go to Enterprise, OBS, Users tab which now displays Users.
For the Client to display the Users in OBS dialog box regardless of the 'Enable Client-Side Cache' selection.
