Unable to Connect to Database Cloud (DBCS) VM, Even Though the Service is in Ready Status (Doc ID 2395262.1)

Customer observed that they are unable to connect to the VM even though the Service is ready in My Services page.
This happens during a Scale-up/ Restart activity.

Here we have analyzed psm logs, Compute console (boot) log and SOS report as a part of investigation.


As per customer, there were no changes.
