Database Cloud Service Instance Creation Fails with "Connectivity problem with OSS server" Error (Doc ID 2395345.1)

When you create a Database Cloud Service instance with enabling Automatic Backups (designating "Backup Destination" other than "None"), instance creation fails if "Assign Public IP" is OFF.

Activity Log is showing the following messages:
