Remote Region Error When Creating New User in Manage Users UI (Doc ID 2395390.1)

When attempting to create a user through the Manage User form, when we click on the + sign to enter the new user details, the form opens with an error message.

 'Unable to retrieve content. Additional information for "Remote Region error #4
An error occurred while invoking task Manage Users. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk..'

The issue can be reproduced at will with the following steps:
1. Go to Manage User
2. Create a user
3. Error shows up
