Workqueue is Not Trigger Agent Event 'CONTACT RP SCREENING ALL MATCHES INVALID/VALID' (Doc ID 2395902.1)

Symptoms

When performed the RPLS from RPLS workqueue screen, it is not triggered agent event - "CONTACT - RP SCREENING ALL MATCHES INVALID"

Steps:

1. Create a new agent
2. perform RPLS review for the party and saved the contact. agent got triggered.
3. changed party screening status to "RPLS_Requires Review".
4. navigate to "Restricted Party Screening Board - Work Queue", queried "PARTY_WQ_REQUIRES_REVIEW"
5. Selected the party and set as "Not a Match" but this time agent is not triggered
