Symptoms

On : 11.12.1.0.0 version, Global Human Resources

When attempting to update Manager For Employee, the following error occurs.

ERROR
-----------------------
PAY-PAY_REG_PAYROLL_PRIMARY_FLAG(PAY-1)
PAY_PAY_REG_PAYROLL_PRIMARY_FLAG
Cause The message, PAY_PAY_REG_PAYROLL_PRIMARY_FLAG, can not be accessed
Action Report this problem to an administrator

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Person Management
2. Search by person number
3. Select the result
4. Update Employment with Effective Start Date and Action
5. Complete the details
6. Submit

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot update the Manager for Employee.
