PJF: One Project Type is Defaulting in the Account Rule Condition when Creating a New Rule. (Doc ID 2396047.1)

Symptoms

The customer is creating account rules based upon project type. They create a rule, save, then save and close and when they go back into the rule, a different project type is defaulting. For example, we create a rule with project type A, when we save, save and close and go back into this same rule, it shows Project Type B. When when create a rule with project type C, save and save and close and reopen the rule, it still shows project type B again.  This is an issue on existing rules and new rules. The customer is using the LOVs to set up the condition.
