Lead Contact Phone Character Restriction

In the leads creation page of Oracle Sales, the Contact Phone field has three text boxes Country Code, Area Code, Number. We have a duplication script enabled for Contact Phone; however when the users are entering the Contact Phone, they are entering the same number differently across the three text boxes. Even though the Contact Number exists in the system, a duplicate contact also gets added which is passing the Duplication check.

The business impact is prominent here leading to a lot of confusion.
