Wrong Time Period Information On Application Settings After Change User Preference Number Format And Decimal Seperator

Symptoms

ACTUAL BEHAVIOR
---------------
When you choose in User Preferences > Number Format, Decimal separator to Period(.) and Digit Grouping Separator Comma(,) and then go to Global Admin > Application Settings the information in Time period is incorrect.

EXPECTED BEHAVIOR
-----------------------
Numbers in the Application settings should follow the set format

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Go to User Preferences > Number Format, and set Decimal separator to Period(.) and Digit Grouping Separator Comma(,)
  2. Go to Global Admin > Application Settings
  3. See that the information in Time period is incorrect (ex. 80 hours/day, 400 hours/week etc)
