Reset Password email is sent to primary email address, not to recovery email address

Symptoms
The Reset Password email is sent to primary email address, not to recovery email address.
Situation:
- 'Recovery Email' is set for the user.
- Customer send reset password email through 'Can't sign in?' link in the login page.
Generally it is sent to 'Recovery Email' address, but it is sent to primary 'Email' address in this case.
