Symptoms
Internal Dropship Order failing Financial Orchestration flow with following error.
ERROR

There is no cost for the transaction. (CST-2385367) Details: The transaction cannot be costed until a cost is identified.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Sales Order in a business unit (BU)
2. Ship it out of another BU
3. Create Financial Orchestration Flow between these profit center BUs
4. Ship the order
5. Navigator > Financial Orchestration > Monitor Financial Orchestration Execution
6. See the above error
