Business Events Triggers Are Not Reaching ICS

On : 11.13.18.02.0 version, Leads, Sales Campaigns

ACTUAL BEHAVIOR
---------------
The contact and Account requests(Standard Business events triggers) are not reaching the Downstream via ICS and also it is not showing any error while pushing the data from OSC.

EXPECTED BEHAVIOR
-----------------------
It should reach to the down stream application through business event triggers, which was happening before R13 upgrade

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login into application
2. Do a business event trigger at Account / Contact
3. No response and no error is occurred

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users unable to send the data to down stream application
