Incorrect header in FYI notification email

-ESS Document Change: Incorrect header in FYI notification email (Document for 'Person Name' requires approval.)
 

EXPECTED BEHAVIOR
-----------------------
A change to person should not show the "Requires approval" in header, because this is the FYI - no action required from the recipient.
