ExternalForecast Load Error: A FORECAST SET is already defined as FORECAST (Doc ID 2398609.1)

Symptoms

Using Planning Central / Load Planning Data from Flat Files
After attempting to load ExternalForecast where
FORECAST_SET_NAME ABC
FORECAST_DESIGNATOR ABC-T1

the following error_text is updated onto all of the loaded rows in the MSC_ST_DEMANDS staging table:

ERROR_TEXT
A FORECAST SET is already defined as FORECAST

Steps To Reproduce
The customer states the issue can be reproduced at will at the customer site with the following steps:


1. Create an ExternalForecast.csv using the ExternalForecastImportTemplate.xlsm where
FORECAST_SET_NAME ABC
FORECAST_DESIGNATOR ABC-T1

2. Upload, then process the file using Loading planning from Flat Files

3. Observe that the ESS job for LoadEntity DEMAND_FORECASTS ended with a warning: SQL

4. Inspect the log file for that job and observe that the column ERROR TEXT contains the message
A FORECAST SET is already defined as FORECAST
