Symptoms

 Time synchronization does not work on DBCS RAC

ctssd works as OBSERVER mode,but ntpd does not work correctly.

ntpd (pid 2594) is running...
$ ntpq -p
No association ID's returned
$ ls /etc/ntp*
/etc/ntpconf-orig

/etc/ntp:
crypto keys step-tickers

 * nptd is runnning, but ntp.conf does not exist
