Orders Not Consolidating into Multistop Shipment - Log Message: "Create Single Shipment flag on leg is false." (Doc ID 2398968.1)

Symptoms

Two Order Releases are attempted to be plannned onto a multistop shipment. Instead, two shipments are being created (i.e. orders planned separately).

In the logs, the lack of consolidation in the MULISTOP logs show the following message

Multistop Create Single Shipment flag on leg is false.
MultistopDetails Failed! No pair could be generated between the two.
