Symptoms

ACTUAL BEHAVIOR
---------------
PIM New item request and Change Order infolets show 0,0,0

EXPECTED BEHAVIOR
-----------------------
PIM infolets should show something different as there are open New item request, Change Requests

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Have active NIRs or COs
2. View PIM infolet for NIRs or inforlet for Change Orders
3. Infolets will show 0 NIRs/COs despite open NIRs/Cos

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot easily see how many pending NIRs exist
