OAC : A Scheduled Data Flow Does Not Execute (Doc ID 2399076.1)

Symptoms

After OAC was patched / upgraded from 18.1.3 to 18.2.1, a Data Flow will run and complete successfully when manually executed; however, the same Data Flow will not execute if it is scheduled.
