Oracle Fusion Learning Cloud : Admin User Not Able To Upload Content When Application Runs In A Specific Network

Any of the users are not able to upload content on to Learning Cloud, please make a note of the following
1) This only happens, when user us on a specific (Customer) network.
2) This does not happen when the user is on any other network.
Content Blocked by your Organization.
The issue can be reproduced at will with the following steps:
1. The Customer logged into Fusion Application as Learning Admin
2. Created a Course and tried to import the PDF Content on this Course. However, the Category is blocked since there is a message thrown.
It is informed there is no Issue to import the Content outside the customer's Network. The issue is only in the customer's org network which they need to overcome by finding a way.
